Enhanced air cargo security screening requirements in Thailand

The Civil Aviation Authority of Thailand (CAAT) is introducing enhanced security requirements for air cargo that cannot be clearly screened by X-ray, particularly unknown, high-density, heavy, or oversized shipments. These requirements are effective from 20 September 2026.
Cargo that is too dense for the X-ray beam to penetrate may appear as a dark area on the screening image, preventing security personnel from identifying its contents. It may therefore require Explosive Trace Detection (ETD) or physical inspection, including opening the cargo or breaking down pallets or packaging.
What shippers and exporters need to do
- Eligible shippers should consider obtaining Known Consignor (KC) status, where applicable.
- For heavy, oversized, or high-density cargo, use packaging that can be readily opened or broken down for inspection.
- Deliver cargo at least six hours before the applicable cut-off time to allow for any additional screening.
Potential operational impacts
Additional screening may increase handling time and require cargo to be unpacked or repacked. Shipments delivered too close to the applicable cut-off may miss their planned flight or booking. Additional charges may apply, depending on the airline, handling agent, or screening provider.
